Fundamentals of Engineering (FE)
IMPORTANT INFORMATION: PCS no longer accepts applications and work experience documentation by mail. Applications and work experience documentation received by mail will be returned to the sender.
- Applications must be completed, scanned, and uploaded to your PCS Account.
- All required work experience documentation must also be uploaded to your PCS Account.
- Electronic Transcripts: PCS will accept final official electronic transcripts received directly from the primary source (such as the School, Parchment, or the National Student Clearinghouse) via secure server to maeng@pcshq.com
- Please ensure that all the scanned documents are legible to ensure timely review. We will not accept .zip, .tiff, .txt, .xls, etc. ALL work samples must be .pdf format.

Massachusetts Application & Registration Process
First Time Candidates:
Step 1: Download and read your Candidate Information Bulletin.
Step 2: Create an Account with PCS if you do not already have one. You will receive an email from PCS once you have successfully created your account.
Step 3: Pre-register and pay for your Application after you have logged in if you have not already registered. PCS accepts Discover, Mastercard, and Visa.
! All Application Fees are non-refundable
Step 4: Download the Board Application for the FE and/or EIT Certification.
Step 5: Go to your account Home Page and upload your completed Board Application for the FE and/or EIT Certification.
- First-time candidates submitting a FE Board Application to PCS must simultaneously register with NCEES for the FE CBT (Computer-Based Testing) examination at www.ncees.org. Candidates are not required to submit eligibility documentation until after they have successfully passed the examination and wish to apply for certification.
Step 6: After registering with NCEES and receiving a confirmation, please forward it via email to the Engineering Coordinator at maeng@pcshq.com.
Step 7: Once PCS receives and approves the application, the candidates’ NCEES registration will be marked approved. After PCS approves the NCEES registration, candidates will receive an email from NCEES with instructions to schedule an examination date and location. (All candidates are recommended to read the “NCEES Examinee Guide” on the www.ncees.org website.)
Re-Exam Candidates:
Step 1: Re-exam candidates, please register with NCEES for the FE CBT examination and within 2-3 business days from the NCEES registration PCS will email the candidate instructions to pay for their eligibility fee.
NOTE: Candidates will not be charged an additional PCS Application Fee for a re-exam if the candidate retests within six months of the initial fail score date. If the candidate retests later than six months from the initial fail score date and submission of the PCS Application Fee, the candidate will be charged a Re-exam Eligibility Application Fee ($80). Step 2: Once the eligibility fee has been received, the candidates’ NCEES registration will be marked approved. After PCS approves the NCEES registration, candidates will receive an email from NCEES with instructions to schedule an examination date and location. (All candidates are recommended to read the “NCEES Examinee Guide” on the www.ncees.org website.)
FE Certification Eligibility Requirements
- Once you have successfully passed the FE examination, you will be required to submit your eligibility documentation (transcripts, foreign evaluation, experience, etc.) to PCS for EIT certification. (If you tested under a different jurisdiction and now wish to receive certification in Massachusetts, please follow the first-time application process and include your eligibility documentation.) Refer to the FE main page for the acceptable methods of submitting your documentation.
- When this documentation is received, PCS will review your application and send you an email if you are approved with instructions on how to pay for their EIT certification. After paying the initial certification fee, your certificate number will be issued within 7-14 days by the Board. Please use the Board’s Check A License function at https://elicensing.mass.gov/CitizenAccess/GeneralProperty/PropertyLookUp.aspx?isLicensee=Y by selecting the Board of Registration for Professional Engineers and Land Surveyors from the drop-down menu; then, enter your name. DO NOT enter any other information. EIT/SIT certification does not expire and is valid indefinitely.”
- After obtaining your EIT/SIT number, if you would like to order a wall certificate, please go to www.pcshq.com, download, complete, and submit the Wall Certificate Request Form with payment to PCS.
Candidates may apply based on one of the following qualifications:
- A candidate applying based on an engineering ABET accredited degree must have a degree in engineering.
- College seniors studying in an ABET engineering curriculum may take the FE examination during the final academic year (seven months prior to graduating). Candidates will be permitted to take the examination during the testing period which most closely precedes anticipated graduation.
- Engineering Technology degrees are NOT accepted by the MA Board for EIT certification, and as a result, 4 years of work experience must be reviewed by the board after passing the FE examination to determine EIT approval.
- Proof of eligibility in the form of an official US transcript showing degree conferred or an NCEES evaluation for foreign graduates must be submitted prior to receiving certification. Some Canadian engineering degrees may not require a NCEES evaluation.
Note: Candidates must have a U.S. Social Security Number.

- FE Examination Fee – Approved candidates pay NCEES the examination fee
- Engineering-In-Training (EIT) Certification Fee – $52
*No re-exam fee will be charged if applicant retests within six (6) months of initial failed score date*
